This rifle has a pre-64 Winchester Model 70 action with an aftermarket stainless barrel and aftermarket stock. Chambered in .22-250. The rear of the action is not drilled and tapped. The action has a low five digit serial number (in the 15,000s).

The barrel is marked B.E. COTTRELL, which from my research was a gunsmith in Pennsylvania around 1960.
